Housing delivery test
The Housing Delivery Test (HDT) was introduced by the Ministry of Housing, Communities and Local Government (MHCLG) in 2018 to assess whether or not enough Houses were being built within Local Authority areas to meet the perceived need.
Where housing delivery has not met the targets predicted, Councils are required to identify the reasons why and what actions can be taken to seek to ensure that new homes are delivered in the future.
The HDT assesses the number of homes built in local authority areas over the previous three years and compares these against local housing requirements. The HDT 2019 results were published by MHCLG on 13 February 2020. The Council's housing delivery test score was 116 percent.
Due to the scoring this year, the Council have significantly passed the Housing Delivery Test and an Action Plan does not need to be applied this year.
