All the dates you need to know for the Spalding St Paul's Ward By-Election

In just under four weeks, voters living in St Paul's Ward in Spalding will go to the polls to elect a new South Holland District Councillor.

The by-election is scheduled to take place on Thursday 9 November 2023.

Following the Notice of Vacancy, the nomination period has now come to a close and the candidates for the St Paul's seat are:

  • Vanessa Browning - South Holland Independents
  • Aidan James Forman - Labour Party 
  • Glynis Pearl Scalese - Conservative Party
  • Stephen Peter Timewell - True Independent
  • Julian Ashley Wheeler (no party specified)

Residents who are eligible to vote will soon receive a Poll Card informing them of their nearest polling station. Voters will be able to vote from 7am to 10pm on the day.

Any resident who has recently moved house or changed their name, will need to register to vote at their current address in order to be eligible to vote. This a quick process and can be done online at gov.uk/register-to-vote.

The deadline to register to vote is midnight on Tuesday 24 October.

Residents who want to vote at a polling station will also need to bring an acceptable form of photographic ID. Acceptable forms of identification include UK, EEA and Commonwealth passports, driving licences and some concessionary travel passes, including an older person's bus pass. Voters will be able to use expired ID if they are still recognisable from the photo.

Christine Marshall, Returning Officer for South Holland District Council, said: "A by-election has been called to fill a vacant seat in the St Paul's Spalding ward and now is the time for residents in that area to check you are registered to vote and to apply for a free Voter Authority Certificate if you have not got any other forms of ID.

"Elections give you an say in how you want to be represented at the district council and every vote really does matter.

"Voters can also apply for postal votes or to vote by proxy if you already know you will not be able to make it to the polling station on November 9. Please check the important dates below to help ensure you are ready to vote."

Here are all the key dates to help you plan ahead for Thursday 9 November:

  • Applications to register to vote must reach the Electoral Registration Officer by midnight on Tuesday 24 October 2023. Applications can be made online at https://www.gov.uk/register-to-vote
  • Applications, amendments or cancellations of postal votes must reach the Electoral Registration Officer at Council Offices, Priory Road, Spalding, Lincolnshire, PE11 2XE by 5pm on Wednesday, 25 October 2023.
  • Applications, amendments or cancellations of proxy votes must reach the Electoral Registration Officer at Council Offices, Priory Road, Spalding, Lincolnshire, PE11 2XE by 5pm on Wednesday, 25th October 2023.
  • Applications for a Voter Authority Certificate valid for this election must reach the Electoral Registration Officer by 5pm on Wednesday 1 November 2023.Applications can be made online at https://www.gov.uk/apply-for-photo-id-voter-authority-certificate
  • New applications to vote by proxy at this election must reach the Electoral Registration Officer at Council Offices, Priory Road, Spalding, Lincolnshire, PE11 2XE by 5pm on Wednesday, 1 November 2023.
  • Polling Day - 7am-10pm on Thursday, 9 November 2023.
  • The count will take place at the close of the poll on Thursday, 9 November 2023 at St Nicholas Hall, The Vista, Churchgate, Spalding.
