What is a Completion Notice?
Completion Notices are issued on commercial properties, either newly built or those nearing structural completion.
Legislation states Completion Notices are served on the 'owner' where a premises is structurally complete; or remaining work can reasonably be completed within three months. The property need not be structurally complete by the completion date; only capable of completion. When setting a completion date, legislation does not allow us to consider other factors; whether financial or personal.
The 'owner' is the 'person entitled to possession'. Progress updates will be asked for from developers/owners and site visits may be made.
The Completion Notice states the completion date; this is when the premises will be rated and enter the Business Rates list. Completion Notices are sent to the 'owner' at their registered or home address.

Completion Notice FAQs
- Can a Completion Notice be backdated?
No. The Notice and completion date must be with immediate effect or up to three months in advance of the premises becoming structurally complete.
- How will the Completion Notice be issued?
Usually by registered post to the home address or registered address of the 'owner'.
- What happens if the premises are empty on the completion date?
It will be exempt. If the property remains empty once the exemption ends, a full charge will be payable. See our empty business property page.
